Born in Brooklyn to immigrant parents, Salver was brought up in Miami Beach. He attended South Beach Elementary School, Nautilus Jr High School, and Graduated from Miami Beach High School.
After finishing his graduate studies he began his career in International Banking and Finance. He changed careers after becoming a CPA in 1985.During that time Salver was active on the City of Miami Beach Young Professionals Committee and played an active role in the revitalization of Lincoln Road. Married to Bahee, they have three sons Seth 17, Elijah 14, and Jesse 10.
- Elected to Bay Harbor Islands Town Council in 1999, previously served as Vice Mayor 2003-2004 Mayor 2004-2005
- Appointed to the Board of Directors of Miami-Dade County League of Cities – Elected President – 2005, served on the Executive Board since 2002.
- Elected to the Board of Directors of the Florida League of Cities 2003. Appointed Board Liaison to the Municipal Finance and Taxation Committee - 2005. Served as Vice Chairman to the Florida League of Cities prestigious Intergovernmental Relations Committee, appointed Chairman of IGR sub-committee on Education 2002
- Chairman of Bay Harbor Islands Employee Retirement Trust 2000-2004
- Received the Maurice Rosen “Act of Courage Award” from the American Civil Liberties Union December 2005
- Received the “Neal J. Menachem Award” for community service from State of Israel Bonds Organization 2002
- Honored as “Parents of the Year” by Yeshiva Elementary School 1995, and again in 2002 as a dedicated leader
- Recipient of the “ Chesed Award” in 1999 given by the Shul of Downtown
